NTU’s Involvement in Energy Market and Sector Governance
NTU provides technical assistance and advisory support in the creation of energy market structures, regulatory reforms, and strategies that promote sustainable energy systems, integrate renewable energy, and ensure energy security. We work closely with governments, agencies, and local stakeholders to assist in the creation and reorganisation of energy institutions, guide legislative reforms, and develop tailored strategic master plans. These collaborations ensure that policies and frameworks are locally relevant, inclusive, and aligned with global energy transition goals. In addition, we assist in developing financial models and identifying financing sources for energy sector projects, encouraging investment in green technologies. Our work is underpinned by data-driven insights, socio-economic analysis, and environmental impact assessments, ensuring the creation of resilient, transparent, and competitive energy markets.
NTU’s expertise in energy governance is demonstrated through key projects such as the Economic Community of West African States Agency for Green and Sustainable Energy (ECOWAS AGoSE) project and the Technical Assistance for Tajikistan’s Sustainable Energy Support Programme. In the ECOWAS region, NTU has played a central role in enhancing energy governance through technical assistance to regional institutions, including the West African Power Pool (WAPP), ECOWAS Regional Electricity Regulatory Authority (ERERA), and ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE). NTU supported the adoption of regional energy policies, the development of a Regional Electricity Code, and the establishment of the Energy Information System (EIS), improving data management and regional energy integration across West Africa.
In Tajikistan, NTU supports the Ministry of Energy and Water Resources (MoEWR) in improving policy development, sector coordination, and the capacity of energy operators. Key initiatives included establishing an independent Electricity Regulatory Agency, streamlining energy legislation, and enhancing the operational, financial, and technical capabilities of Tajikistan’s energy sector. These efforts are designed to improve energy access, promote climate resilience, and ensure alignment with international environmental, social, and governance (ESG) standards. NTU’s approach has also facilitated regional energy integration and strengthened Tajikistan’s energy security.
By integrating insights from all our projects, NTU’s approach demonstrates its commitment to comprehensive energy reforms and capacity building across diverse regions. NTU’s work in strengthening governance structures, implementing regulatory frameworks, and promoting sustainable investments helps build resilient, efficient energy markets that enhance energy security, support renewable energy integration, and drive economic and social development.
