𝗡𝗧𝗨 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗔/𝗦 𝗵𝗮𝘀 𝗯𝗲𝗲𝗻 𝗮𝘄𝗮𝗿𝗱𝗲𝗱 𝘁𝗵𝗲 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝗰𝗲 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗔𝘀𝗽𝗶𝗿𝗲 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗮𝗹 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝗳𝗼𝗿 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 (𝗔𝗦𝗣𝗜𝗥𝗘-𝗔𝗧) 𝗣𝗼𝗴𝗿𝗮𝗺𝗺𝗲 𝗶𝗻 𝗖𝗮𝗺𝗯𝗼𝗱𝗶𝗮

With a budget of €4.5 million and a duration of 48 months, this TA project will support the ASPIRE-AT Secretariat and Cambodian government partners in strengthening a more competitive, sustainable and inclusive agri-food sector.

The technical assistance forms part of the wider ASPIRE-AT investment programme, through which the EIB is supporting Cambodia’s green recovery by strengthening agricultural value chains, facilitating agricultural trade and improving the enabling environment for agricultural development.

Building on NTU International’s experience in agricultural policy, institutional reform and capacity development, the assignment will focus on:

• Strengthening the institutional and implementation capacities of government bodies and programme stakeholders through technical advice, training and knowledge development

• Improving the enabling environment for competitive agricultural value chains, trade and market access

• Strengthening food-safety, sanitary and phytosanitary systems, certification capacities and agricultural quality infrastructure, including laboratories and plant-health facilities

• Supporting agricultural value chains and improved access to domestic and international markets for smallholders, producer organisations and agri-enterprises

• Promoting sustainable and climate-resilient agricultural development, improved agricultural practices and stronger rural livelihoods

• Supporting agricultural technical centres, centres of excellence and enabling market and transport infrastructure

The wider ASPIRE-AT programme represents approximately €147 million of investment, including €75 million of EIB financing, and is co-financed with IFAD. It aims to enable smallholder farmers and rural workers to benefit from inclusive and sustainable agricultural growth driven by stronger domestic and export markets.

This assignment further strengthens NTU International’s experience in helping governments translate agricultural development priorities into stronger institutions, improved food-safety and SPS systems, competitive agricultural markets and sustainable opportunities for rural communities.
