This assignment will support the institutional strengthening and operational development of the Agence de Développement du Haut Atlas (ADHA), the agency responsible for coordinating the reconstruction and sustainable development of the areas affected by the 2023 Al Haouz earthquake in Morocco. The project is financed by the European Union as part of its support to the Integrated Reconstruction and Development Programme for the affected regions.

The technical assistance will focus on:

• Strengthening ADHA's internal management, governance, and control systems through the development of procedures manuals and risk management frameworks.

• Providing legal advisory support on public procurement, contract management, disputes, and claims management.

• Supporting the integration of gender equality considerations across reconstruction and development projects.

• Strengthening environmental and social safeguards in line with national requirements and international financing standards, including those of the European Investment Bank (EIB).

• Enhancing monitoring, evaluation, reporting, and risk management systems to improve transparency, accountability, and project performance.

• Delivering training, coaching, and capacity-building programmes for ADHA and partner institutions involved in reconstruction efforts.

The assignment will contribute to improving the effectiveness, inclusiveness, sustainability, and resilience of reconstruction interventions while supporting long-term territorial development and institutional capacity in the High Atlas region.

This project further strengthens NTU International's experience in institutional capacity development, public sector governance, post-disaster recovery, social inclusion, environmental and social safeguards, and support to large-scale reconstruction programmes financed by international partners.
