𝗡𝗧𝗨 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗔/𝗦 𝗵𝗮𝘀 𝗯𝗲𝗲𝗻 𝗮𝘄𝗮𝗿𝗱𝗲𝗱 𝘁𝗵𝗲 𝗙𝗲𝗮𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗦𝘁𝘂𝗱𝘆 𝗳𝗼𝗿 𝗮𝗻 𝗔𝗴𝗿𝗶𝘃𝗼𝗹𝘁𝗮𝗶𝗰 𝗣𝗵𝗼𝘁𝗼𝘃𝗼𝗹𝘁𝗮𝗶𝗰 𝗣𝗼𝘄𝗲𝗿 𝗣𝗹𝗮𝗻𝘁 (𝗣𝗩𝗣𝗣) 𝗮𝗻𝗱 𝗕𝗮𝘁𝘁𝗲𝗿𝘆 𝗘𝗻𝗲𝗿𝗴𝘆 𝗦𝘁𝗼𝗿𝗮𝗴𝗲 𝗦𝘆𝘀𝘁𝗲𝗺 (𝗕𝗘𝗦𝗦) 𝗶𝗻 𝗧𝘂𝗿𝗰𝗲𝗻𝗶, 𝗥𝗼𝗺𝗮𝗻𝗶𝗮

This assignment will support UAT Turceni and the European Investment Bank (EIB) in the development of a flagship renewable energy project as part of the just transition of Romania's coal-dependent Oltenia region. The project forms part of the broader Regional Energy Hub initiative in Turceni, supporting decarbonisation, energy security, and sustainable regional development. 

The technical assistance will focus on:

• Preparing a comprehensive feasibility study for an agrivoltaic photovoltaic power plant and battery energy storage system 

• Assessing technical, financial, economic, environmental, and social aspects of the project in line with Romanian regulations and EIB requirements.
 
• Optimising the sizing, design, and operation of a utility-scale PV plant, integrated with agricultural grazing activities. 

• Evaluating battery energy storage solutions to enhance grid flexibility, storage services, and renewable energy integration. 

• Supporting grid connection, permitting, environmental screening, risk assessment, and financing readiness. 

• Developing investment scenarios, business models, and funding options, including opportunities linked to the Just Transition Fund and the Modernisation Fund. 

The project represents a key step in the transformation of the former coal region of Turceni into a renewable energy hub, combining clean electricity generation, energy storage, and sustainable agricultural land use through agrivoltaics. 

This assignment further strengthens NTU International's experience in renewable energy development, energy storage systems, just transition initiatives, climate finance, and the preparation of bankable clean energy investments in cooperation with European institutions, including the European Investment Bank (EIB).
