We are proud to announce that NTU International has been supporting the European Investment Bank through multiple Technical Assistance projects and Framework Contracts projects since 2007. The total budget for all Technical Assistance Projects and Framework Contracts lead by NTU amounts to over EUR 200 Million.

Ongoing FWC:

  • Multiple Framework Agreement to Support EIB’s Communication Activities Outside the EU (EIB FWA Communication) – The main objective of the projects within this Framework is to contribute to raising EU and EIB visibility and increasing awareness of the positive impact of their actions.  We are continuously tailoring the narrative and messages and developing communication strategies based on local presence, expertise, and network. NTU supports the EIB in delivering communication campaigns and activities in Southern Neighbourhood, Turkey and the Middle East, Sub-Saharan Africa, South East Asia and the Pacific, and Latin America and the Caribbean.
  • European Investment Bank Advisory Services Framework Contract 2023 (EIBAS FWC 2023) – This Framework covers a range of sectors. They are all aimed at supporting various areas of the European economy and society. NTU supports the EIB in 5 Lots: Lot 2 – Energy, Lot 3 – Mobility, Lot 4 – Smart Growth, Social Infrastructure, EUROPE2020 and SMEs access to Finance, Lot 5 – Urban and Regional Development, and Lot 6 – Bio-economy;
  • European Investment Bank's Energy Sector Framework Contract for 2024 (EIB FWC Energy Sector 2024) – This Framework aims to accelerate the transition to a low-carbon, sustainable energy system in the public and private sectors. The actions are based on increasing investments in clean energy, enhancing energy efficiency, and supporting the development of renewable energy sources. The EIB offers direct loans and assists with the initiatives. In addition, its advisory services help clients identify suitable financing options to implement their projects successfully.

In addition to our ongoing FWC, we have already completed others, such as:

  • EIB Advisory Services (EIBAS) activities inside and outside EU-28 (2016-2022)
  • EIB Consultancy Services to support the PJ/MOBILITY/ROADS division in its project due diligence activities in Hungary
  • EIB Consultancy services for the transport sector
  • EIB Consultancy services for the Urban Development, Water and Solid Waste sectors
  • Framework Agreement to support the activities of the EIB Project Advisory Support Team
  • EIB Provision of Consultancy Services to Support the EIB Complaints Mechanism

NTU has been implementing numerous key projects for the EIB. Our first project with the EIB in the energy sector dates back to the Support to the implementation of the energy efficiency rehabilitation of educational buildings in Sumy. The overall objective of this project was to assist Sumy City Council in ensuring cost-effective levels of comfort for the end-users of the childcare facilities. Throughout past years, the outstanding energy projects, recognised for their significant impact, have been:

Technical Assistance to support the implementation of the rehabilitation of the district heating system in Ukraine – provided assistance in improving energy efficiency by modernising the heating infrastructure of the cities of Kryviy Rih and Lozova. The aim was to give their residents access to more reliable and sustainable district heating services. The specific job of the NTU-led Consortium consisted of facilitating the implementation of the district heating modernisation projects in the utilities of two Ukrainian cities: Kryviy Rih and Lozova by defining the procedures, helping with technical documentation, and supporting procurement activities.

Technical Assistance for Energy Efficiency in Moldova – improving energy efficiency in priority public buildings across Moldova: hospitals, schools, and kindergartens. The objective is to enhance health and safety standards, reduce CO₂ emissions, and raise public awareness about energy performance. For this project, the EIB, the European Bank for Reconstruction and Development (EBRD), and the EU itself provided jointly 75 MEUR, making it the first national-scale energy efficiency project implemented in the country.

As a combination of innovation and energy transition, NTU has been supporting the delivery of services for projects targeting new technologies in chemical and bio-based industries by providing its services for the Project Development Assistance (PDA) within the Innovation Fund. It is focused on carbon capture systems and low-carbon fuels. The services are based on market studies, cost-benefit analyses, feasibility studies, and third-party reviews of existing pilot plants.

Meanwhile, in the transport sector, NTU has been delivering projects for more than 2 decades, during which many projects like the following have been implemented:

Papua New Guinea Rural Bridges: Implementation Support for the PNG Rural Bridges Project – with the overall objective to develop the rural road network in PNG into a better connected and more efficient & safe one. The contract value reached EUR 3 Million. NTU’s activities secured, among others, the significant improvement of the DOWs capacity to plan, implement and monitor the implementation of the project, the financial management status, the management of contracts in accordance with the contractual conditions with adequate controls, and the incorporation of road safety recommendations in the final designs.

Project Management Support to the Georgia Transport Connectivity (GTC) project – enhancing the safety of Georgia’s global connectivity to Europe and local mobility through interventions on the extended TEN-T network. NTU’s services included: monitoring and advising for pre-construction activities, contract Administration, reporting on compliance of the Project to the Safeguard Provisions (Environmental and Social), project procurement, civil works contracts, construction Supervision contracts, reporting of the EIB loan and Grant Agreements.

Advisory Support to PAS team under MDI PASSA Lot 3: E-mobility sector as part of Multiple Framework Contract for the Provision of Policy and Programme Support Services (PASSA)strengthening the EIB PAS Team in Greece in providing implementation capacity building on the e-mobility project level by building skills. This result was achieved by a combination of formal training, guidelines elaboration, staff coaching, advice on knowledge management and day-to-day support.

Another sector for which NTU provides support to EIB’s actions is natural resources management. Our experience involves EIB Framework contracts for consultancy services in the environment and regional development sectors – LOT 1: Water & Water Supply and LOT 4: Agro- Industry, both implying provision of specific leading expertise in engineering and economics in sub-sectors, ongoing since 2014. Consequently, we are involved in waste management, too, e.g. in EIB Framework contracts for consultancy services in the environment and regional development sectors- LOT 2: Solid Waste (won in 2014 as well).

In the communication sector, we began collaborating with the EIB as early as 2007, starting by implementing the first communication project components. That year, we implemented such a component within Technical Assistance to the Facility for Euro-Mediterranean Investment and Partnership (FEMIP) – we provided recommendations on how to develop the communication strategy of the Office National de l'Eau Potable (National Office of Drinking Water, ONEP) as to the treatment of the liquid wastes in the centres within the project. Since 2020, we have been also working on the communication component of the Project Management Support to the Georgia Transport Connectivity (GTC) project by implementing a campaign on road safety, designing materials, and outreach results evaluation. Thanks to expanding our knowledge on the topic, today, we are not only developing communication strategies and materials for single components but also implementing all stages of communication projects.
