Advancing Institutional Strengthening in the Transport Sector in the Solomon Islands: In-Country Mission
NTU International A/S has completed a focused mission under the ADB-funded project: Institutional Strengthening and Capacity Development, supporting the Government of Solomon Islands in building a more resilient, well-governed and future-ready transport sector.
During this in-country mission, our team worked closely with the Ministry of Infrastructure Development —engaging all four core departments and oversight entities—to review legislative frameworks, assess organisational processes, and map capacities across the roads, transport, maritime, shipping, ports and building standards sectors. This comprehensive engagement advances the Situation Assessment, forming the foundation for long-term institutional and sector reforms.
The mission supports the preparation of key deliverables, including:
• Institutional and legal analysis across seven core Acts and the new National Building Standards Act 2025
• Process mapping, RACI development and KPI baselining to clarify roles, workflows and performance expectations
• Organisational diagnostics and extensive data validation to identify capacity gaps and opportunities for improvement
Together, these efforts represent an important step toward a more efficient, accountable and sustainable transport sector—enabling improved infrastructure planning, safer mobility, enhanced maintenance systems and stronger institutional performance across the Solomon Islands.
