In the face of rapidly evolving social challenges, pandemics and health crises, an ageing population, and climate change, swift and decisive action is critical. NTU is committed to delivering innovative, coordinated solutions for healthcare systems, food safety, social protection, and inclusion for all, reducing inequalities and enhancing well-being worldwide.

Activities under Lot 13 are directed at the overall improvement and modernisation of the quality of domestic social protection and healthcare systems and the development of a clear understanding of social inclusion challenges, together with drivers and obstacles to reducing inequalities, allowing for the elaboration of actionable measures. Sub-sectors for this Lot focus on transforming healthcare and social protection systems to drive sustainable, positive change. Key areas include managing public healthcare, improving healthcare financing, and ensuring the delivery of high-quality care. Continuous and effective training of health professionals is emphasized, along with legislation for pharmaceuticals, including global agreements in the medicines area, with respect to intellectual property rights. Additionally, the focus is placed on preventive healthcare, including policy development and health promotion, supporting behavioural change, as well as strengthening health analytics. Enhancing food safety controls and developing social protection systems are also critical, as is supporting the creation of policies to reduce inequalities, considering tailored policy recommendations for specific countries. Ultimately, the goal is to mainstream these efforts for a more inclusive and resilient society.  

Our horizontal services provide comprehensive support in key areas to ensure effective policy development, project implementation and knowledge sharing. We provide policy support, including analysis, EU policy alignment and multi-stakeholder dialogue to promote effective decision-making. Project and intervention support ranges from programming and strategic design to practical implementation, such as integration of EU priorities, support for EFSD+ and legal and regulatory analysis. NTU also provides analytical and technical expertise, offering data-driven insights, intervention cycle management and specialised scientific input. Finally, our knowledge management services improve communication, capacity building and dissemination of best practices through training, public engagement and high-impact events.
