Our work on SEA Lot 10 is committed to creating a stronger, more inclusive governance framework. By enhancing the skills of civil society organisations to participate in policymaking and supporting local authorities in decentralisation efforts, we ensure that communities play a central role in their development - leading to more effective, accountable, and sustainable governance.

SEA 2023 Lot 10 is centred around civil society organisations (CSOs) and local authorities empowerment and decentralisation. Sub-sectors within the Lot include enhancement of the role of the CSOs and their associations as actors of good governance and development at the country level; strengthening the capacities of local CSOs to engage in policy dialogue at national, regional and international levels; community-based development with a special focus on youth, gender and local economic development; decentralisation processes (administrative, political and fiscal dimensions); capacity building in strategy, management, HR, governance, advocacy, accountability, fundraising, and networking at all levels; and territorial approach to local development and other local development strategies.  

Our horizontal services provide comprehensive support in key areas to ensure effective policy development, project implementation and knowledge sharing. We provide policy support, including analysis, EU policy alignment and multi-stakeholder dialogue to promote effective decision-making. Project and intervention support ranges from programming and strategic design to practical implementation, such as integration of EU priorities, support for EFSD+ and legal and regulatory analysis. NTU also provides analytical and technical expertise, offering data-driven insights, intervention cycle management and specialised scientific input. Finally, our knowledge management services improve communication, capacity building and dissemination of best practices through training, public engagement and high-impact events.
