Within Lot 5, services are provided in areas relevant to urban and regional development, as well as the Just Transition Mechanism, buildings and social infrastructure, economic development and disaster risk management and social and affordable housing. 

NTU provides advisory support on, among others, urban planning, transition to climate neutral economy and environmental sustainability; urban infrastructure, municipal utilities, green buildings, enhancing sustainability and energy efficiency in buildings of public administrations and public service organisations and institutions; all stages of the Disaster Risk Management (DRM) cycle in relation to both natural and man-made disasters; projects and programmes for social and affordable housing construction and renovation, development and application of social and affordable housing finance approaches and instruments, and analysis of regulatory and policy issues in countries with limited social and affordable housing frameworks.   

NTU’s services under this Lot include:  

  • Policy formulation support, in the form of assisting in policy development and implementation process;
  • Needs assessment to analyse the gap between the current and the desired state to align with legal standards;
  • Pipelines building assistance for bankable projects;
  • Investment programmes and portfolios development;
  • Support in the preparation and review of the project documentation, incl. strategic planning documents;
  • Project implementation and procurement support;
  • PPP project and transaction advisory support;
  • Support in climate action development, including adaptation solutions assessments, screening of projects for climate sensitivities, and climate risk and vulnerability assessment.
