Advisory support to urban and regional development in Greece - Just Transition mechanism

 

In 2023, NTU was contracted to support the EIB Project Advisory Support Programme in Greece, providing advice to authorities and promoters to boost the implementation of Climate Action and Just Transition Mechanism projects. The Urban/Regional Development in Greece Project focused on capacity building by assisting the Ministry of Development and Investments and other recipients in the implementation of viable, bankable projects from the fields of urban and regional development.

Implementation

NTU’s contribution to the Project encompassed activities divided between two categories: 

  1. Capacity building for project implementation, which included:  

  • support in screening, selecting and implementing projects for PASSA, providing critical review and recommendations for improvement of the project management effectiveness (attracting and facilitating potential projects with investors and international partners, preparing projects according to the EIB and IFI standards, determining the best financing options for the project and preparing finance requests); 

  • support in preparation of realistic and monitorable project implementation schedules and proper documentation of lessons learned; 

  • support in overall improvement of systems and procedures for project and programme implementation, accounting for external factors, such as political, institutional and socio-economic; and internal factors, such as organisational, quality, priority planning, etc.; 

  • provision of methodological support in the preparation of guidance documents related to project implementation on ad-hoc basis, consistent with international good practices and policies suitable for local conditions; 

  • provision of recommendations, benchmarking and sharing of good practice. 

  1. Other, specific activities, contributing to facilitating project implementation, included:  

  • detailed review of ongoing requested projects in multisector urban/regional development; 

  • assistance to the MDI in monitoring of requested projects’ progress (e.g. design documentation, tender documentation, contracting, project management, risk assessment, urban plans and studies, acquisition of permits – their timeliness and accuracy);  

  • drafting other relevant documents (such as Calls for Proposals (CfP), recommendations, action plans, and reports);  

  • conducting a portfolio risk analysis for projects.

Expected Impact

  • Strengthened management processes in the MDI and other Recipients; 

  • Improvement of abilities to analyse properly the project portfolio assigned to PASSA; 

  • Improvement of abilities in project preparation and implementation, transfer of knowledge to counterpart staff, quality drafting of instructions, and regulations and guides related to project management.
