With a budget of over EUR 3 million, NTU carried out the technical assistance project for ECOWAS for the implementation of the 10th European Development Fund (EDF) Transport Facilitation Project II (TFP II) from April 2018 to March 2021.
Facilitating free movement of persons and goods, promoting regional trade and regional integration in West Africa was one of the overall objectives of the project. The scope of the project included the Facilitation of Cross Border Movement, Border Security and Management, Capacity Building for Immigration and Border Authorities, and Improved Border Infrastructure.
Implementation
NTU implemented this project in close collaboration with the ECOWAS Commission, focusing on the operationalisation of the Joint Border Posts (JBP) at Sèmè-Kraké (Nigeria/Benin) and Noépé-Akanu (Ghana/Togo). The project provided support for the establishment and operation of the two JBPs, including the preparation and validation of baseline studies for existing border control operations, as well as legal support in drafting bilateral agreements between Member States and organising consultations and workshops. The JBP concept was applied through technical simulations and support for the official handover ceremonies. Key operational elements, such as the JBP Operating Manual and training for border officials, were developed to ensure smooth implementation.
Civil works studies were conducted to design enhanced facilities, including improved scanner setups and pedestrian control rooms. The efficiency of JBP management was bolstered through job descriptions for permanent secretariats, training on procedures, and the installation of essential signage. The project also supported the development of annual work programs and IT improvements, including assessments and guidelines for the interconnectivity of the JBPs’ IT systems. Furthermore, the installation of ICT infrastructure and the procurement of service contracts were closely managed to equip both JBPs, ensuring their operational readiness and efficiency in border control.
