In 2023, NTU was contracted to provide Advisory Support Services to the EIB Technical Assistance Project in Romania. NTU’s role was to assist the Romanian Ministry of Health (MoH) in preparing tender documentation for the construction of three Regional Emergency Hospitals (REHs) in Iasi, Cluj, and Craiova. The procurement packages covered construction works, medical and office equipment, furniture supply, IT systems and equipment. The NTU team also support the evaluation of the proposals received.
Implementation
The NTU team ensured close coordination of all activities, beginning with a thorough analysis of the project documentation provided by the EIB and the National Agency for the Development of Health Infrastructure (ANDIS). Continuous collaboration was maintained with the Technical Designer for the 3 REHs, as well as with ANDIS and the EIB team. Key tasks included reviewing technical design memoirs and drawings and promptly addressing inquiries and requests.
The NTU team prepared comprehensive tender documentation for each of the three REHs. This included an early works package for site preparation and pre-construction activities. The main construction and installation tender documentation detailed the scope of work, including site preparation, temporary facilities, technical specifications, materials, equipment, and services. It also outlined contractual arrangements, evaluation criteria, and bidding procedures. For medical equipment and furniture, a value-based procurement approach was applied, focusing on cost reduction and improved patient outcomes through options like buying, leasing, or renting. The IT systems and equipment documentation specified various hospital systems, including Hospital Information Systems, Laboratory Information Systems, Radiology Information Systems, and others aimed at enhancing hospital processes.
Ad-hoc daily support was provided to address requests, such as delivering tender documentation, proposing experts to assist the ANDIS Evaluation Committee, and recommending specialists for market consultations and offer evaluations.
