Strategic Planning and Reporting Support for the EU Delegation to Azerbaijan

Azerbaijan has made significant socio-economic progress over the past decades, creating a solid basis for its national economy. However, its reliance on oil exports makes it susceptible to external economic fluctuations and price changes. To support the diversification of the economy, the EU launched the Strategic Planning and Reporting Support for the EU Delegation to Azerbaijan. The aim is to provide strategic support, driving progress through tailored planning, reporting, and stakeholder engagement for a more balanced future. 

The initiative is guided by the EU-Azerbaijan Partnership Priorities and aligned with the EU Green Deal and Digital Transformation Strategy. It emphasises the importance of resilience, inclusivity, and connectivity.

Implementation

The work is categorised into three Strategic Areas. The first focuses on programming through assisting the Delegation with multi-annual and annual planning exercises. The second is contributing towards reporting, delivering comprehensive analyses of Azerbaijan’s economic development and detailed reports on the rule-of-law and human rights sectors. The reports required include the following: 

  • Monthly economic development reports on economic trends in Azerbaijan, including recent socio-economic developments, macroeconomic trends, main macroeconomic indicators, GDP, developments in fiscal and monetary policies and public finance, inflation, developments in oil and non-oil sectors, relevant policy developments and world rankings. 

  • Annual economic developments digests with key highlights of the year. to provide a deeper assessment of the economic situation, including the macroeconomic performance in a given year, assessment of the performance of the economy per each sector, the labour market and income of the population, foreign trade, fiscal and monetary policies, the financial sector, and main economic indicators; a review of the major socio-economic reforms that took place during the period covered; and international rankings of Azerbaijan.  

  • Monthly reports highlighting the main developments in the rule of law and human rights sectors in Azerbaijan.  

Thirdly, NTU is providing support in procurement documentation tasks, including stakeholder consultations and developing guidelines for procurement procedures. By leveraging local expertise and adopting flexible solutions, NTU Team ensures alignment with the EU’s priorities, fostering impactful and sustainable engagement.

  • Greater Public Awareness and Accountability - By keeping stakeholders informed about economic performance, inflation, employment trends, and income levels, they enable businesses and individuals to better adapt to policy changes.
