Paraguay is a strategic partner of the European Union, and this project fosters mutual understanding and trust between the two. Through a range of communication actions and public diplomacy efforts, NTU enhances the visibility of EU projects and programmes in the country. Additionally, the project provides technical and operational support to the EU Delegation, facilitating stronger relationships with strategic partners and allies.
NTU navigates the evolving communication landscape shaped by advancements in Information and Communication Technologies (ICT), which demand more personalised, bidirectional, and rapid engagement. It also addresses critical communication challenges, including combating disinformation and misinformation, ensuring agility in outreach, and tailoring strategies to diverse audiences amid generational shifts.
The project started in May 2023, with a duration of 3 years and a budget of over 1.3 MEUR.

Implementation
NTU applies a strategic approach to communication and public diplomacy. This ensures the coherence of the activities for the EU Delegation and their alignment with the expectations of other stakeholders. By implementing robust monitoring and coordination mechanisms, we ensure the successful, timely delivery of contractual objectives.
The team manages key flagship activities for the Delegation, including Tereré with Europe (a locally adapted version of Coffee with Europe) and the annual European Scholarships Fair. Additionally, NTU supports a variety of other communication and public diplomacy initiatives aimed at maximising visibility and engagement with strategic audiences.
We produce content for the Delegation’s social media platforms (Facebook, Instagram, and YouTube), highlighting EU cooperation activities in Paraguay. We oversee press relations for all activities, including monitoring and evaluation, ensuring high-impact communication outcomes.
Impact
- The main objective of the project is to increase brand awareness of the European Union in Paraguay, compared to the survey conducted in 2022.
- Additionally, the project aims to boost the percentage of people who have heard of the EU and raise the favourable image of the EU in the country by 5 percentage points, reaching 69%.
- The project also tracks other indicators, such as the significant growth in social media engagement, with follower numbers across Instagram, Facebook, and X increasing by approximately 18% during the first year.

This project highlights the diverse range of initiatives and programmes implemented by the EU in Paraguay. Given their scope and breadth, these efforts collectively address all 17 Sustainable Development Goals.
