EU Knowledge Hub on Prevention of Radicalisation

Launched by the European Commission (EC) in 2024, the EU Knowledge Hub on Prevention of Radicalisation is an innovative initiative awarded to the EUKH Consortium, led by NTU International, with a four-year duration and a budget of EUR 60 million. Building on the successes of the Radicalisation Awareness Network (RAN), this project aims to deepen understanding of the complex factors driving radicalisation. With the Unit on Prevention of Radicalisation established within the EC's Directorate General for Migration and Home Affairs (DG HOME) playing a pivotal role, the Hub will foster knowledge exchange and support efforts to combat radicalisation across Europe. 

The main objectives of the project focus on Security, Societal Resilience and Effective Prevention Strategies, that would address the dynamic challenges posed by violent extremism and terrorism. It aims to support Member States and other stakeholders in preventing radicalisation, while also contributing greatly to broader EU migration management strategies in today´s dynamic and fast-changing societies.

Implementation

NTU-led Consortium's primary role is to support the EC in establishing the Knowledge Hub and implementing targeted actions to prevent radicalisation, in line with EU policy priorities. The EU Knowledge Hub on the Prevention of Radicalisation aims to strengthen cross-border cooperation and knowledge sharing to counter violent extremism and terrorism, recognising the interconnected nature of these challenges across EU Member States. By fostering collaboration among national authorities, practitioners, and researchers, the Hub serves as a central platform for research, evidence-based approaches, and capacity building. It enables tailored support through training programs and strategic interventions that address the evolving landscape of radicalisation, including emerging threats influenced by online propaganda, geopolitical events, and societal disruptions.

As part of its mission, the Hub strengthens cooperation at external borders, ensuring a coordinated response to radicalisation risks linked to migration dynamics. Through a multi-sectoral approach, it brings together key stakeholders—including border authorities, law enforcement, and civil society—to develop proactive measures that prevent individuals and groups from embracing extremist ideologies. Additionally, the initiative reinforces strategic communications by promoting positive narratives aligned with European values, fostering societal cohesion, and reducing polarisation.

Impact

The impact of the EU Knowledge Hub is multifaceted, including contributing to a more stable and secure migration dynamic within the EU. It aligns with the broader objectives of protecting EU citizens while upholding European values and human rights. 

  • Internal security is enhanced, reducing terrorist threats by countering radicalization and violent extremism, and strengthening the capacity for early identification of radicalization trends to disrupt pathways to violence. 

  • Migration management is improved, addressing the integration challenges and aiding in managing migration-related societal challenges by promoting inclusion and resilience against extremist influences in migrant communities. Also, it gives support for vulnerable groups, tailoring interventions to help counter the radicalization of marginalized individuals, including migrants and refugees. 

  • Regional and international collaboration are fostered, by joint efforts against extremism. These include partnerships with priority regions (Western Balkans, MENA), to improve coordinated actions against shared security threats. 

  • Societal resilience is promoted through the reduction of polarization and initiatives that promote inclusivity and prevent societal divisions.
