E-mobility sector support in Greece

NTU supported the activities of the European Investment Bank’s Project Advisory Support (PAS) Teams. Under this Framework Contract, NTU helped the Greek Ministry of Development and Investments (MDI) carry out the Just Transition Mechanism by, among others, developing the e-mobility sector in Greece.   

As specified in the National Energy and Climate Plan (NECP) and the National Energy Efficiency Action Plan (NEEAP), Greece is committed to transitioning towards a low-carbon economy and gradual phase-out of energy produced from lignite. Within the project, NTU supported the growth and promotion of economy decarbonisation and sustainable solutions harnessing. Within the project, we provided advisory services, together with capacity-building activities to the MDI, Ministry of Energy and Environment (MEE), and other relevant Ministries and Public Authorities in the field of e-mobility. The work was focused on the implementation of viable and bankable projects in the areas of Climate Action and Just Transition Mechanism, which could then benefit from EU funds and EIB financing.

Implementation

Our work within the Project implementation consisted of:  

  • Granting support to the MEE in the form of preparing technical notes on the specifications and/or operation of e-mobility-related subsidy scheme; production of the summary notes on the e-mobility policy framework and the “Greening of islands” sector; granting support in two key projects, namely the preparation of the National E-mobility Plan and the preparation of template concession tender documents for the implementation of Municipal Charging Plans; drafting of the chapter on the transport sector for the Greek NECP revision, as well as providing support to the preparation of public consultations;  

  • Supporting specific ongoing projects – the Astypalea’s “Smart and Sustainable Island” project, led by the Ministry of Foreign Affairs and the “GR-eco Islands” Initiative, required on-site visits to the Astypalea and Kythnos islands. NTU support included, among others, participation in the Steering Committee meetings for the implementation of the “GR-eco Islands” Initiative and preparation of briefing points on "GR-eco Islands" Initiative status.  

  • General technical assistance such as ad-hoc support on technical matters to the MEE’s E-mobility Office, General Secretariat of Energy, Deputy Ministry of Environment and Energy, as well as Hellenic Electricity Distribution Network Operator (HEDNO); liaison with the EIB PAS team to provide high quality advice on their requests and to monitor and evaluate ongoing activities, allowing for effective progress tracking;

Impact

  • Improved capacity within the MDI and other Recipients (such as Ministry of Energy and Environment MEE, and other line Ministries and Public Authorities) in the phases of project preparation, evaluation and implementation.  

  • Efficient transfer of technical, managerial and organisational skills to the MDI, MEE, Ministry of Infrastructure and Transport staff through regular advisory support and the identification of needs for direct third parties support.
