Georgia’s geographical location makes it an important transit hub connecting North-South and East-West routes across the Caucasus region. Developing the transport sector by increasing connectivity and improving road safety is therefore crucial for achieving sustainable economic growth. To support this objective, the EIB is assisting Georgia in the context of the extended Trans-European Transport Network (TEN-T), an efficient, reliable and high-performance corridor facilitating the transport of goods between Europe, the Caucasus and Central Asia.
In July 2020, the EIB awarded to NTU-led Consortium the EUR 5 million budget Technical Assistance for “Project Management Support for Transport Connectivity in Georgia” with a duration of 5 years. The EIB’s lending operations aim to serve as a platform for the EIB and the EU to assist Georgia in speeding up the implementation of its core network.
The objectives of the project are to ensure the successful implementation of the EIB-financed projects in line with relevant EIB standards and policies, as defined in the loan agreements. In addition, NTU's technical assistance aims to enhance safety and connectivity by improving Georgia's links with Europe and local mobility through targeted interventions on the extended TEN-T network. These efforts are aimed at strengthening Georgia's transport and trade infrastructure, contributing to economic growth and promoting greater global integration.
Implementation
NTU is providing implementation support to the EIB-financed project. The Promoter of these projects is the Ministry of Regional Development and Infrastructure (MRDI), specifically the Roads Department (RD), while the Borrower is Georgia, represented by the Ministry of Finance (MoF).
The project conducts targeted interventions, including logistics improvement and technical advisory services, on the extended TEN-T Network. NTU focuses on enhancing the engineering and technical capabilities of the RD to improve project preparation, procurement, and implementation processes. NTU provides expert advice and capacity-building support by addressing bottlenecks and fostering overall team effectiveness. Key activities include strengthening project and program management, with a focus on areas such as appraisal, road safety measures, environmental and social management, procurement planning and execution, contract management, monitoring and supervision, financial management, evaluation, and reporting.

New Road Construction and Engineering – A number of tunnels, bridges and two-way highways have been built. These highways are proportioning Georgia with a modern road network that corresponds to the EU Road Standards.

Well-organised Contract Administration – Contract documents have been reviewed and an Operational Payment Certificate Management System was developed, making a clear administration system to assist local professionals.

Effective Capacity Building – NTU has organised site visits and seminars to share knowledge on road safety, motorway regulations and technical discussions for local experts and professionals. In November 2024, a Geotechnical and Environmental Seminar was held to discuss the stability of slopes and landslides, as well as reforestation plans.

Strengthened Communication and Visibility – A nationwide communication campaign was performed, advocating for safe driving practices and sharing personal stories regarding traffic accidents. This aided the public to develop safer driving habits and to be more careful on the roads.
