With a budget of EUR 250.000 and an implementation period of 12 months, this assignment will support the European Commission Directorate-General for Mobility and Transport (DG MOVE) in evaluating the implementation and effectiveness of the European Electronic Toll Service (EETS) framework across the European Union.
The study will focus on:
• Assessing progress in the interoperability of electronic tolling systems and cross-border exchange of information across EU Member States.
• Identifying barriers to the full deployment of EETS and proposing solutions to improve interoperability.
• Evaluating the implementation of EETS for light-duty vehicles and analysing challenges related to seamless cross-border payments.
• Consulting key stakeholders, including Member States, toll chargers, and EETS providers, to gather evidence and practical insights.
• Assessing future technological and regulatory developments and identifying areas for potential revision of the EETS legislative framework.
The assignment will contribute to the European Commission's assessment of the implementation of Directive (EU) 2019/520 and support the development of future policy and regulatory measures aimed at enhancing the interoperability of electronic road tolling systems across Europe.
This assignment further strengthens NTU International's experience in transport policy, mobility systems, regulatory analysis, stakeholder consultation, and the evaluation of EU legislation and market frameworks.
