NTU will help the Government of Sierra Leone and the European Commission by providing the decision-makers with a formulation study for an urban roads rehabilitation project in Freetown. The assignment consists in carrying out a formulation study including: • the completion of the identification study started with the project "Freetown Development Plan: Pre-identification Study". • an analysis and assessment of the factors which determine the feasibility of the proposed project: technical factors; economic and financial factors; legal and institutional factors; social and environmental factors; and consistence vis-à-vis the urban poverty reduction strategies and the development potential of the urban areas. • a detailed technical design and the tender documents for works, containing the engineering estimate, technical specifications and detailed drawings.
