The overall objective is to provide the Government of Uganda, the EC Delegation, and other development partners with sufficient analysis and information to determine whether it is relevant, feasible and sustainable to support the road sector with a sector policy support programme. If so, the objective is to design the SPSP including the implementation modalities, with a particular focus on the extent and modality of delivering a capacity development and institutional strengthening programme necessary to achieve this objective.
