NTU, as a lead consortium partner, is shortlisted for Results Oriented Monitoring of external aid operations financed by the European Union in LOT 6 Western Balkans and Turkey

Contractors are expected to produce high quality reports within the given timelines and in full respect of the methodological guidelines specified in the ROM Handbook. The goal is to monitor each project and programme at least once in its lifetime and ideally once a year. The yearly monitoring planning will be established on the basis of criteria for project selection and of the budget appropriations. Regional Programmes according to type, number of components and geographical dispersion may require sampling according to the ROM methodology for RP. For further guidelines on the scope and criteria for selection and sampling of the operations to be monitored, please consult the ROM Handbook. The selection of projects and programmes for ROM takes into account the planning of project/programme evaluations managed by the project management service, if information is available. As a general rule, projects should not be monitored if they have or will be evaluated within six months before or after the planned ROM mission. For Lot 6 the following targets per year have been established: · 190 ongoing projects to be monitored, · 20 closed projects to be monitored ex-post; · 20 regional programmes to be monitored with sampling of components if necessary according to methodology.
