The overall objective of the project is to enhance the economic and social development of Albania fostered by an efficient road transport sector. The purpose of this contract is to support the Ministry of Public Works, Transport and telecommunications (MPWTT) in establishing the Albanian Roads Authority (ARA) as independent public entity, in making it fully operational, and introducing effective and efficient road management processes by improving the skills of ARA employees.
