NTU would like to gladly announce the launch of the Local Road Authorities Procedures Manual, under the EU funded project "Capacity building to the Zambian road transport sector"

The main objective of the project "Capacity building to the Zambian road transport sector" is to contribute to the support of equitable economic growth, through improving the core road network and developing the institutional capacity of sector agencies, provincial engineering offices and local road authorities. The Local Road Authorities Procedures Manual, developed under this EU funded project, presents the project cycle components including sections on Planning, Road Prioritization and Selection, Surveys, Design, Community Access Projects, Intervention Selection, Procurement, Contract Supervision, Project Management and Monitoring, Result Based Management, Risk Management, Cross Cutting Issues, Project Closure and Report Writing. In order to produce the Local Road Authorities Procedures Manual, the team working on this component of the project completed the following tasks: Review of available information and documentation; Hold consultative meetings with stakeholders; Preparation of a Local Road Authority Procedures Manual; Identify the primary risk factors and develop a Risk register for consideration; Present the draft Local Road Authority Procedures Manual to a workshop of key stakeholders for verification of issues; Finalise the Local Road Authority Procedures Manual; Preparation of training modules; Be responsible for the first training session for Local Road Authorities in the use of the Manual to ensure Junior Experts can deliver subsequent trainings; Revise the Manual to reflect comments emerging from the training sessions and launch the Manual. The meeting for launching the Local Road Authorities Procedures Manual took place 3rd November 2015 in Lusaka, Zambia and involved representatives from Zambian authorities and ministries, EU representatives in the country and NTU project team. The project team printed out 900 copies of the manual which will be distributed to all Zambian's Districts and will greatly contribute to the country's road transport sector.
